Update & Thank You: State Support for Life Sciences
Thank you! We’ve been hearing that many of you are contacting the JBC and Governor’s Office. We are so appreciative of your outreach on behalf of the life sciences ecosystem!
Advocacy matters! We wanted to provide an update on the Advanced Industries Investment Tax Credit. After working closely with OEDIT and the Governor’s Office to try to find a viable solution to mitigate the impact of any potential cuts, there is agreement on an amendment that will be offered to HB25-1157:
The tax credit cap would stair-step back up from $2.5M to $4M over three years, and
The expanded eligibility for the tax credit for other industries would be delayed until 2029.
There is still work to be done to ensure this amendment crosses the finish line, but we appreciate OEDIT’s partnership in our efforts to protect state support for life sciences!

Life Sciences Community,
Colorado faces a budget shortfall of roughly $1.2B. State funding for proven programs that fuel life sciences companies, research, infrastructure, and investment are at risk.
This is your opportunity to speak out and urge the legislature’s Joint Budget Committee (JBC) and the Governor’s office to protect programs that deliver excellent return on investment for the state. For every $1 invested in the Advanced Industries Accelerator Grant Programs, Colorado sees $19.2 in economic impact.
Colorado BioScience Association is fighting to preserve critical funding for our innovation ecosystem, because cuts will set Colorado back for years to come. Your support will amplify CBSA’s ongoing advocacy and lobbying work to protect funding for the Advanced Industries Accelerator Grant and Investment Tax Credit Programs.
What You Can Do Today
✅ Email the JBC and the Governor’s Office – Adapt the message in this sample email to let them know these cuts are bad for innovation, bad for patients, and bad for Colorado.
✅ Spread the word – Talk to your networks and make sure state leaders hear from us loud and clear.
The Advanced Industries Accelerator Grant Programs face a disproportionate $17.7M in proposed cuts over the next two years. That means approximately 80 fewer grants, resulting in fewer companies launched, and fewer high-paying jobs created and retained.
The Advanced Industries Investment Tax Credit, which encourages Colorado investors to fund homegrown innovation, also faces possible cuts. CBSA and our advanced industries partners successfully lobbied to expand the investment tax credit to $4M in 2023, but HB25-1157 would decrease it to $2.5M while expanding eligibility for the program.
We have been working closely with OEDIT to find viable solutions to mitigate the impact of any potential cuts to these programs.
Colorado’s investments in these programs fuel medical breakthroughs, job creation, business growth, and billions in follow-on capital. They support top-tier researchers, bold entrepreneurs, and companies bringing life-saving treatments to patients.
